Terms and conditions

Velangaye Secondary School is a public school committed to providing quality education, guided by the South African Constitution, the South African Schools Act (SASA), and all applicable national and provincial education policies. By enrolling at this school, parents/guardians, learners, and staff agree to abide by the following terms and conditions:


1. Purpose

The purpose of these Terms and Conditions is to:

  • Promote a safe, disciplined, and purposeful learning environment.

  • Ensure compliance with national education laws and policies.

  • Protect the rights and responsibilities of learners, parents, educators, and the broader school community.

  • Uphold the values of accountability, transparency, and quality education.

2. Right to Education

  • Every learner has the constitutional right to basic education as per Section 29 of the Constitution.

  • No learner shall be denied admission to Velangaye Secondary School on grounds of race, gender, religion, disability, or socio-economic status, in line with SASA Section 5.

  • Education at Velangaye follows the Curriculum and Assessment Policy Statement (CAPS) framework to ensure standardised and high-quality learning.

3. Admission and Enrollment

  • Admission shall be free of unfair discrimination and in accordance with the South African Schools Act and the KwaZulu-Natal Provincial Admission Policy.

  • Parents/guardians are required to provide accurate documentation, including:

    • Birth certificate or ID document

    • Immunization record (where applicable)

    • Previous school reports

  • Any fraudulent or misleading information during admission may result in cancellation of enrollment.

4. School Fees and Financial Support

  • Velangaye Secondary School operates as a no-fee public school, as classified by the Department of Basic Education.

  • Any voluntary contributions by parents or community members are welcomed but not compulsory, in compliance with SASA Section 39.

  • The school may provide information on bursaries or financial aid opportunities for learners, particularly in rural and disadvantaged communities.


5. Code of Conduct

  • The school maintains a Code of Conduct for Learners, developed in consultation with parents, educators, and the School Governing Body (SGB), as required by SASA Section 8.

  • All learners must:

    • Respect school rules, staff, fellow learners, and property.

    • Attend classes regularly and punctually.

    • Participate actively in academic, cultural, and sporting activities.

    • Avoid any behavior that disrupts teaching and learning, including bullying, violence, or discrimination.

  • Disciplinary procedures will follow due process, in line with national education policies and learners’ constitutional rights.

6. Curriculum and Assessment

  • Velangaye Secondary School follows the CAPS curriculum for all grades and subjects, ensuring uniformity and alignment with national education standards.

  • Learners are expected to:

    • Complete all classwork, homework, projects, and assignments.

    • Participate in all assessments, including Practical Assessment Tasks (PATs) where applicable.

    • Uphold academic integrity by avoiding plagiarism, cheating, or other forms of dishonesty.

  • Parents are encouraged to actively support their child’s learning and collaborate with educators to improve learner outcomes.


    7. Health, Safety, and Well-being

  • The school is committed to providing a safe and healthy environment for all learners and staff.

  • Any health-related information provided by parents will be treated confidentially in line with POPIA.

  • Learners must adhere to all safety rules, especially in practical subjects such as Technical Studies, Consumer Studies, and Agriculture.

  • The school has zero tolerance for the possession or use of:

    • Illegal drugs or substances

    • Alcohol or weapons

    • Items that endanger the safety of others

  • Emergency procedures, including evacuation and first aid, will be regularly communicated and practiced.


8. Privacy and Data Protection

  • Personal information of learners, parents, and staff will be collected and processed in accordance with the Protection of Personal Information Act (POPIA).

  • Information may be shared only with:

    • The Department of Basic Education or provincial authorities for compliance and reporting.

    • Law enforcement, when required by law.

    • Universities, bursary providers, or relevant organizations, with consent, for learner placement.

  • Photographs or videos of learners will only be used for school events, newsletters, or social media with prior written consent from parents/guardians.


    9. Parental and Community Involvement

  • Parents and guardians are essential partners in education and are expected to:

    • Attend meetings, consultations, and school activities.

    • Support their children’s learning by providing a stable home environment.

    • Work collaboratively with teachers and the SGB to improve school performance.

  • The community is encouraged to participate in school initiatives, recognising the school as a central hub for rural development and empowerment.


    10. School Governing Body (SGB)

  • The SGB functions in terms of Chapter 3 of SASA, representing parents, educators, non-teaching staff, and learners (where applicable).

  • Its role includes:

    • Oversight of financial management and resources.

    • Development and enforcement of the school’s policies.

    • Strengthening partnerships between the school and the community.

11. Amendments to Terms and Conditions

  • These Terms and Conditions are reviewed periodically to comply with updates in legislation, curriculum requirements, and community needs.

  • Any amendments will be communicated to parents, learners, and staff through official school channels.


12. Governing Law

These Terms and Conditions are governed by the laws of South Africa, specifically the South African Schools Act, the Constitution, and policies of the Department of Basic Education and KwaZulu-Natal Department of Education.
